With the aim of understanding and enhance the experiences and reinforce safe chemical handling practices, the participants of the Basic Chemical Biological Radiological and Nuclear (CBRN) First Responders’ Course No. 09 conducted a visit to the Biyagama Water Treatment Plant on 28 October 2024. The field visit was organized by the 14 CBRNE Response Regiment under the supervision of Sri Lanka School of Military Engineering, in collaboration with the National Water Supply and Drainage Board, to provide first responders with critical insights into chemical safety and emergency preparedness.
During the visit, the first responders studied the handling and storage procedures for large-scale chemical use, focusing on the chemicals essential to water treatment processes. Guided tours and interactive sessions provided them with practical knowledge of the safety protocols, equipment, and best practices that ensure safe operations within high-risk chemical environments. This experience is invaluable for first responders, who may need to act swiftly and knowledgeably in the event of a chemical accident or other hazardous incident.
Organizing a field visit to a high-capacity treatment facility offers for the first responders the opportunity to observe real-life applications of chemical handling procedures and heightens their ability to respond to potential incidents with confidence and competence. With the supervision of experts from the National Water Supply and Drainage Board, first responders engaged directly with the procedures for safe chemical usage, storage, and containment measures, enhancing their readiness for future CBRN scenarios.
Moreover, the visit strengthened the bond between the first responders and vital CBRN stakeholders involved in chemical storage and high-risk operations. This collaboration not only strengthens the overall safety network but also ensures a coordinated and informed approach to safeguarding both facilities and communities.
