Marking a significant milestone in the annual calendar of Security Forces West, a two-day workshop was dedicated to the Military in Internal Security Operations (MISO). Hosted by the International Committee of the Red Cross Delegation at Security Forces Headquarters - West on 2 and 3 July 2024, this workshop provided a pivotal platform for our officers to bolster their expertise in this crucial field.
The workshop, organized by the Directorate of Legal Services, Human Rights and Humanitarian Law, was held under the guidance of Major General SWM Fernando RWP RSP VSV USP ndc psc, Commander of Security Forces (West). It aimed to enhance officers' knowledge of this critical subject.
The workshop, a comprehensive exploration of the International Committee of Red Cross and activities in Sri Lanka, covered a wide range of topics including the transition from military operations to law enforcement operations, human rights and law enforcement power, use of force and firearm, Arrest, and detention.
The sessions were led by Brigadier General (Retired) Lloyd Gillett, a seasoned Commander of the Belize Defence Force, a representative from the International Committee of the Red Cross, and Mr. Channa Jayawardhana, an experienced Armed and Security Programme Advisor. Their insights and expertise, which are unparalleled in the field, were invaluable. The Deputy Commander of Security Forces (West) further enriched the discussion by highlighting the military role in civil strikes and struggles. A token of appreciation was presented to the guest speakers by the Deputy Commander of Security Forces (West) during the closing remarks of the workshop, acknowledging their significant contributions.
Forty-five senior officers and officers, including Brigade Commanders, Senior Staff Officers, and Commanding Officers of the SFHQ (West) area of responsibility, actively participated in the workshop, demonstrating their commitment and dedication to their roles.
