Workshop on Military in Internal Security Operations

A two - day workshop on Human Rights (HR) and International Humanitarian Law (IHL) was conducted at the Security Forces Headquarters Jaffna by International Committee of the Red Cross (ICRC) on the instructions given by the Directorate of Human Rights and Humanitarian Law on 23 and 24 November 2021. The Brigadier (Retd) Jacques Lemay, the Regional Armed and Security Forces Delegate of ICRC in Colombo, Mr. Claudia and Mr Channa Jayawardena conducted the two-day workshop which widened and bridged the knowledge gap on HR and IHL of Brigade Commanders, Commanding Officers and Staff Officers serving in Jaffna peninsula.

During the workshop Brigadier (Retd) Jacques Lemay and his erudite lecturer team shared their expertise and experiences in diversified areas such as International Humanitarian Law and its Historical Evolution, International Law System, Introduction to IHL & IHL Universal Code, Basic Terminology and Definitions, Means and Methods of Warfare, Targeting in Armed Conflict/ROE, Introduction to IHRL & IHL vs IHRL, IHRL Basic Principles, Law Enforcement Powers, IHL & Peace Keeping Operations, IHL in Post Conflict, Command Responsibility and practical applications etc.

This workshop was organised under the guidance of Commander Security Forces- Jaffna Major General Jagath Kodituwakku RWP RSP ndu in liaison with Directorate of Human Rights and Humanitarian Law.

In the closing ceremony, Brigadier General Staff of the Security Forces Jaffna Brigadier Prasanna Gunaratne RSP psc ndu IG presented mementoes to the ICRC lecturers in the token of appreciation of conducting the workshop and Brigadier (Retd) Jacques Lemay also presented a memento in marking their visit to the Security Forces Jaffna.
