CES WKSP HISTORY

The Engineering Services Central Workshop was established on 10 January 1950 as Works Service Engineering Unit. Thereafter, Garrison Engineer Panagoda was established on 01 June 1952 and Major MBA Class served as the first Mechanical Officer in this Electrical and Mechanical Workshop.Captain PP Athuluwage Bsc (Eng) SLE was performed duties as the first Officer Commanding,appointed in 4 November 1989.

In the year 1998 Electrical and Mechanical Workshop was established in kosgama as Engineering Services Electrical and Machinery Workshop under Panagoda and the first Commandant was Major KAPJ Rathnayake BSc (Eng).

This workshop was initially started as Engineering Services Electrical and Mechanical Workshop.The workshop was renamed as the Engineering Services Central Workshop in 2010.

The Engineering Services Central Workshop was established on 31 October 2012 at a new Army premises in the Habarakada locality and is currently being commanded by Col MSD Perera USP ptsc Senior Officer as a Commandant of this Central Workshop from 09 May 2022.

AIM

To become the prime engineer services repair and maintenance workshop in the Sri Lanka Army.

VISION

Drive the workshop troops to achieve the Dte of ES goals in smooth functioning of Sri Lanka Army Engineer Services.

MISSION

To liaise with all Army establishments and organizations to provide better Engineer Services in the areas of repair and maintenance of generators, water pumps and other engineer services related accessories and innovations.

FUNCTIONS AND RESPONSIBILITIES

Functions and responsibilities of the Engineering Services Central Workshop, performing the duties of the Electrical and Mechanical Division of the entire Army from the Engineering Services Central Workshop that established under the Corps of Engineer Services Regiment in the Sri Lanka Army.

Directly contributing to the performance of engineering duties and project duties as well as engineering services at special events and disasters throughout the country in peace time. For that involving the professional soldiers on duty primarily performed engineering services such as inspect the generators and water pumps required for all the Army camp bases of the Sri Lanka Army and submit quality reports for generators and water pumps.

Provide required parabolic huts, tents, platforms and mobile generators for ceremonials and other special occasions, repair of generators, water pumps and motor windings.

Presently, as expanding engineering duties in the Army, the central workshop has been engaged for taking action to fulfill the drinking water requirements of the Army camps by assembling and installing essential water treatment systems, Design and installation of lightning arresters, Design and installation of solar power systems, LED bulb manufacturing and supplying for the requirement of the Army such services are newly started and carried out.

Engineer Services central workshop has been newly started ‘Creators Forges’ shop to design and create plaques and mementos for all the Army establishments and organizations.

TASKS

  • Repairing and servicing generators and water pumps related to Army establishments.
  • Providing quality control reports of generators and water pumps for all Army establishments, prior to purchasing.
  • Establishing parabolic huts, stages and mobile generators for relevant Army and stated events.
  • Assembling and fixing RO water plants to Army establishments where there is lack of drinking water.
  • Fixing lightning arresters and solar panels at Army establishments to uplift renewable energy power consumption.
  • Assembling LED flash lights to reduce the power consumption.
  • Design and create plaques mementos for all the Army establishments and organizations.
  • Performing any duty assigned by the Commander of the Army.

RHQ SLEME

BASE WKSP COLOMBO

Brief history

At the end of the period under British governance as a Colony, the Engineer Workshop that had been functioning in a building at the Royal Army Military Head-Quarters at Galle Face was hand over to Ceylon Army on 12 December 1949. Later on 1st September 1950 the Workshop when moved to the British Royal Workshop, at no 40, Morgan road, Colombo the machinery and buildings belonged to the British Electrical and Mechanical Engineers Regiment was handed over to the Ceylon Army Electrical and Mechanical Engineers. According to ARO 13/92 and G/SD/71,the Base Workshop was removed from SLEMRegiment forming an independent organization named ‘EME Base Workshop- Colombo’ with effect from 1st January 1991.

Task

  • Inspection, repair, recovery, and servicing of all vehicles and equipment for which the EME is responsible.
  • Scaling and projecting of spare part requirement biannually to the Dte of EME.
  • Acquisition, maintenance and condemnation of wksp tools used by the wksp, for the repair of vehicles and equipment.
  • Training tradesmen.
  • Obtaining the services of local agents as per the government guidelines/ financial regulations.
  • Proper command and administration of all men and officers of the Bn.
  • Conducting running repair and service for all the staff vehicle.

BASE WKSP UDAWALAWA

Brief history

EME Workshop – Udawalawa was established at the beginning of the year 1990. On 12th December 1990 by ARO/32/90, as a Medium Workshop of EME, Independence Medium Workshop – Udawalawa was established.

On 24th of January of the year 1991, the camp was established as Independent Medium Workshop – Udawalawa in the same place as seen today.

Task

  • Base repair servicing of all “B” type heavy vehicles and equipment for which the EME is responsible.
  • Scaling and projecting of spare part requirement biannually to the Dte of EME.
  • Acquisition, maintenance and condemnation of wksp tools used by the wksp, for the repair of vehicles and equipment.
  • Training tradesmen.
  • Obtaining the services of local agents as per the government guidelines/ financial regulations.
  • Proper command and administration of all men and officers of the Bn.
  • Carry out modification of all heavy vehicles as per the requirement of the army.

BASE WKSP KATUBEDDA

Brief history

The land where EME Base Workshop – Katubedda Camp, established was the property of Moratuwa-Peoplized Transport Service and On 9th September 1992 the basic activities commenced as a workshop According to ARO/12/93 on 01st March 1993 this workshop was raised as a Base Workshop.

Task

  • Base repair servicing of all “B” type vehicles and equipment for which the EME is responsible.
  • Scaling and projecting of spare part requirement biannually to the Dte of EME..
  • Acquisition, maintenance and condemnation of wksp tools used by the wksp, for the repair of vehicles and equipment.

EME FACTORY

Brief history

The SLEME factory commenced its manufacturing activities on 1st September 2014. On 12th October 2014 by ARO/23/2014 raising order it was issued. According to the above raising instruction with effect from 3rd June 2014 the Commander of the Army granted approval to commence the factory..

Task

  • Design of all items that are to be produce in the workshop as per the requirement of the army.
  • Estimate the cost of raw materials required for production.
  • Inspection and quality control of productions.
  • Manufacturing/development of items required for productions.
  • Acquiring of machines and tools required for production.
  • Providing technical training for soldiers.
  • Repairing and modification of manufactured items.
  • Undertake special projects assigned by the directorate of electrical and mechanical engineers.
