In order to execute Mega Construction Projects, as per the Army Order ARO/06/2006-G/SD/51 dated 10 February 2006, the 7 Engineer Services Regiment (V) was raised and established at Salawa, Kosgama Army Camp premises on 17 July 2006. Maj NPK Jayawardhana ESR was appointed as the first Officiating Commanding Officer.
Later, the Regiment HQ was relocated in Buildings and a Land taken over from the National Institute of Plantation Management at Ratuwilawatta, Aturugutriya on 03 February 2012. Presently the 7 Engineering Services Regiment (Vol) has been executing number of Mega Construction Projects including Mahinda Rajapaksa Sports Complex construction project at Diyagama.
Maj KSP warusapperuma VIR was appointed as the first SO II, Major(QM) MVN Gunarathna ESR was appointed as the first Quarter Master Officer and WO I DM Ranbanda was appointed as the first Regimental Sergeant Major.
Presently Maj MPS Nadeeshan Lsc CES performs duties as the Commanding Officer..
