15th Engineer Services Regiment(Vol)

As per the directions of the Army Routine Order 75/2009 dated 27 August 2009, the 15 (V) Engineer Services Regiment was raised with effect from 19 August 2009, in order to carry out Construction Projects under the Northern Spring development programme launched by the Government. On 14 Nov 2009, Maj SN Kitulgoda CES was appointed as the first Commanding Officer of the Regiment.

As a Project Unit, the first mega construction project that was entrusted to the 15(V) ESR was the construction of proposed Sri Lanka’s largest Army Security Centre at Iranamadu, Kilinochchi using Pre-Fabricated buildings.

In order to commence the project, the unit was required to be located within the project premises. Therefore, the HQ 15 (V) ESR, comprise of Commanding Officer, Lt Col SN Kitulgoda CES and 10 Other Ranks was established under the Security Forces Headquarters (Kilinochchi) AOR on 01 February 2010, in a land plot that consisted of several damaged buildings abandoned by the LTTE terrorists.

Capt (QM) PA Wilbert USP CES was appointed as the first Adjutant. Lt (QM) RMA Bandara SLNG was appointed as the first Quarter Master and WO I WM Lokubanda was also appointed as the first Regimental Sergeant Major.

On 01 February 2014, the unit was relocated in Panagoda Army Cantonment in order to execute the Renovation and Reconstruction Project of Army Physical Training School, Panagoda. The Regiment is presently commanded by Lt Col SBTP De Silva CES. The present approved Unit Establishment is 35 Officers and 1233 Other Ranks.
