16 Officers and 490 Other Ranks of Sri Lanka National Guards were posted to the Corps of Engineer Services under the “Unit Transfer”. As per the instructions of Army Routine Order ARO 51/2010 dated 06 Oct 2010 these Officers and Other Ranks formed the 12 (V) Engineer Services Regiment on 10 Oct 2010 at the 4 (V) Engineer Services Regiment Camp premises at Nalluruwa, Panadura. Maj SP Goonapinuwala CES was appointed as the first officiating Commanding Officer.
The CES Cap Badge wearing ceremony of the Officers and Other Ranks of the 12 ESR (V) who were unit transferred from the Sri Lanka National Guards, was held on 27 November 2010 at the CES Regimental Headquarters, Panagoda.
On 13 November 2011, the 12 Engineer Services Regiment (Vol) was temporarily relocated in buildings belonged to Southern Development Authority in the Old “Gamudawa” land premises at Kamburupitiya, Matara.
In order to establish 12 ESR (V) as a permanent Camp, on 25 February 2014, the corner stone was laid in an auspicious time by the Commanding Officer Lt Col SP Goonapinuwala CES, in the 10 acre land plot at “Rata Lanka Watta”, Pitakatuwana, Kamburupitiya.
Maj HMUP Jayarathna was the first second in Command. Lt WCC Alwis, and Lt (QM) RMJR Rathnayaka, and WOI WWVA Amithananda performed duties as the first Adjutant, Quarter Master and Regimental Sergeant Major respectively.
Presently the Regiment is commanded by Maj KWGUM Gunathilaka Lsc CES. The present approved Unit Establishment is 58 Officers and 1085 Other Ranks.
