SAVING RESOURCES, ARMY INTRODUCES MOBILE APPS FOR EFFICIENCY & THRIFT

The Sri Lanka Army’s Directorate of Information Technology (DIT) launched four Army mobile applications (ICT systems) Monday (17) morning at the Directorate of Operations where Lieutenant General Vikum Liyanage, Commander of the Army graced the occasion as Chief Guest.

With the intention of reducing the use of paper and increasing the efficiency of the Army administration, the Directorate of IT on the directions of the Commander of the Army designed those four mobile web applications, namely the Army Portal, Fuel Management System, Procurement Process

Management System and the App Portal for Army HQ for smooth and effective function of the Army. This is another important step in the Sri Lanka Army’s efforts towards maintaining its posture as a resource efficient organization, and to be a strength to the government’s endeavour to recover from the current economic crisis.

By using the Army e-Portal - Mobile App, all Officers and Other Ranks have quick access to the particulars in their monthly pay slip which would connect with the Directorate of Pay and Records. This will save the cost, nearly Rs 5 m a year on printing of pay slips and maintenance of separate printers for the same purpose. In addition, All Ranks have access to get particulars from the Army Benevolent Fund, Directorate of Welfare and all particulars and inquiries, related to medical records/status through this mobile App.

The new Fuel Management System meanwhile introduced for the Directorate of Supply and Transport connects all stakeholders, serving the Sri Lanka Army Service Corps (SLASC), SLASC pumps and other relevant establishments, through which the Directorate of Supply & Transport staff will be able to view the real time dynamic reports and fuel usage in each military establishment before necessary managerial decisions are made.

Moreover, the Army expects to introduce a QR code to its vehicle fleet to ensure efficient refuelling. Accordingly, the fuel pump operator can scan the QR code through the mobile device and fill up the fuel after verification. Through this App Directorate of Supply & Transport is able to save the annual cost on printing of fuel coupons since the fuel quota could be allocated through this system.

A procurement process management system mobile App has also been introduced to the function of the Master General Ordnance Branch to make the procurement process more transparent and effective. Through this App, the Master General Ordnance Branch is able to get real-time reports about suppliers.

In the meantime, by using the App Portal for Army HQ, the Army has developed many software solutions through the Directorate of IT for various Branches and Directorates. It is a timely requirement to give the Head of the Branch/ Directorate a common link or rather one portal in order to access all the solutions, provided to the respective establishment. Principal Staff Officers and Directors will have access to all the systems, needed for their staff with information through the appointment of a responsible officer for each system.

All these applications were designed by IT experts in the Directorate of Information Technology of the Army under the supervision of Major General HMLD Herath RSP USP psc, Chief Signal Officer and Brigadier GLSW Liyanage USP psc, Director, Directorate of Information Technology.

Chief of Staff, Major General TJ Kodituwakku RWP RSP ndu, Commandant, Sri Lanka Army Volunteer Force, Major General DGS Senarath Yapa RWP RSP ndu and a gathering of Senior Officers participated in the Mobile App launching programme.
